Watch any changelog as an RSS feedfeature

Some of the projects you depend on publish release notes with no feed to subscribe to. Our new changelog watcher fixes that:

• Point it at a GitHub/GitLab/Codeberg repo, a raw CHANGELOG.md URL, or a hosted changelog page.
• Get a stable RSS + JSON Feed URL you can drop into any reader.
• We re-check the source every few hours and update the feed.
